In the latest version of this somewhat controversial annual report, Professor David Hartgen of the University of NC at Charlotte analyzes the condition and maintenance of highways in the U.S., and sees a "looming crisis." Included in the report is a ranking of all 50 states in terms of financial performance, system performance, and overall cost-effectiveness.
