A financial plan is a required element of the TAMP. How well the financial plan is integrated with other elements of the TAMP can provide an indication of an agency’s TAM maturity. Financial planning advanced between the 2018 and 2019 TAMPs and more progress is anticipated in the next rounds. Resources have been developed through FHWA and TRB to support financial plans – and more resources are currently under development. This webinar will share some of the advancements in financial planning at transportation agencies and highlight new and upcoming resources to assist agencies in improving their TAM financial plans.

Risk management and building resiliency is of growing importance for transportation agencies and is an integral part of an agency’s TAMP. The 2018 and 2019 TAMPs were required to be risk-based and include a risk register. In many of the initial TAMPs, agencies were early in their understanding of risk management in the context of transportation asset management (TAM). Agencies will have the opportunity to improve their risk management and resiliency elements of their next TAMPs as they have improved their understanding and practices related to TAM and risk management/resiliency. This webinar features discussion from DOTs on how they have used their initial TAMP risk registers and how they plan to enhance their risk registers and risk management and resiliency building processes in their updated TAMPs.

The Legislative Conference educates members on important federal legislation and policy initiatives; provides members with the opportunity to shape future industry positions and federal transportation policy; provides direction on the industry’s legislative strategy and advocacy efforts with the U.S. Congress and executive branch; and offers sessions with key members of Congress, Administration officials, staffers and Washington opinion makers.
During the 2017 meeting, APTA members visited hundreds of Congressional offices to advocate for fully funding federal public transportation programs authorized in the Fixing America’s Surface Transportation (FAST) Act, addressing the long-term solvency of the Highway Trust Fund in tax reform legislation, and fulfilling campaign promises for a new infrastructure initiative. These issues remain at the forefront of the legislative agenda, and with only a year left until the 2018 mid-term Congressional elections, now is the time to make our voices heard in Washington and push our priorities over the finish line.

It will be held in conjunction with TRB’s 12th National Conference on Transportation Asset Management, which will take place on July 16-17. Because the Roundtable will be only one day the program will be condensed, but the TRB conference includes a transit track, and we encourage all who are able to attend both conferences.
The TAM Roundtable will bring together participants from across the country who are directly involved in the management of transit capital assets. On October 24, 2016, the Federal Highway Administration (FHWA) published a Notice of Final Rulemaking in the Federal Register to address new requirements established by the Moving Ahead for Progress in the 21st Century Act (MAP-21). They are:
- A requirement for States to develop and implement risk-based asset management plans for the National Highway System (NHS) to improve or preserve asset condition and system performance as part of the National Highway Performance Program (NHPP).
- The establishment by the FHWA of minimum standards for States to use in developing and operating NHS bridge and pavement management systems in carrying out the NHPP.
- A mandate of periodic evaluations by States to determine if reasonable alternatives exist to roads, highways, or bridges that repeatedly require repair and reconstruction activities, to conserve Federal resources and protect public safety.

The Moving Ahead for Progress for the 21st Century Act (MAP-21) establishes a performance-based program that is envisioned to improve transportation investment decision making.
The workshop will explore strategies for estimating the value of transportation infrastructure, including those used in the public and private sectors. The workshop will also examine the strengths and weaknesses of candidate approaches for valuing transportation and capturing transportation’s contribution to the economy, quality of life, and to other major lifeline systems such as the power grid, fuel supply chains, and water systems.

This symposium, hosted by the University of California, Davis and the University of California, Berkeley, will focus on the implementation of Life Cycle Assessment (LCA) for pavements. The symposium/workshop will be coordinated with activities of the FWHA Sustainable Pavement Task Group and is also sponsored by TRB sub-committee AFD00(1). The symposium focus is implementation of LCA in pavement operations at the network and project levels. The objective of the symposium is to review current status, identify the extent of consensus, and discuss future developments for implementation of pavement LCA in North America and internationally. This workshop will be a follow up to the 2010 Pavement LCA Workshop held in Davis, California and the 2012 RILEM Symposium on LCA for Construction Materials held in Nantes, France.
Invited presentations will summarize current status and questions for various issues regarding implementation of LCA for pavements. Papers submitted by participants will be presented in poster sessions to facilitate discussion, and will be published in both electronic and book formats. Participants will work in breakout sessions to discuss the objectives listed above.
